Committees - Working Groups

Hale Parish Council on the 23rd September 2019 passed a resolution to disband all Committees with the exception of the Village Hall Committee which was to remain in place until such time as clarification had been sought with regard to how the Village Hall should be managed in the future.

A new way of working has been introduced which means that the old Committees (apart from the VHC) will be replaced with ''working groups''

Working Groups will in some cases retain any allocated budget for this financial year HOWEVER the authority to spend any of that budget must now be approved by the Full Council or for projects below £500 by the RFO under delegated authority. Working Groups may meet at any venue they so choose and meetings are not open to the public as no decisions may be made. Working Groups are free to invite residents or experts in any particular field to assist in drawing up their recomendations prior to them being considered for approval as previously mentioned.

There will no longer be any requirement for agenda to be produced before meetings or minutes completed although some record of discussion might be appropriate where proposals are being put forward for the spending of money under the allocated budgets.

In the case of the remaining VHC an agenda for each meeting will still be required together with minutes and the agenda will need to be issued a minimum of three clear working days before the meeting is due to take place. It was also resolved that an officer should draw up any such agenda and be present at meetings (wherever possible) to record lawful minutes. These meetings remain open to the public who may address the Committee during a period of public participation.

Unless noted otherwise in the agenda, all Council VH Committee meetings will be held at Hale Village Hall, 53 High Street, Hale, Halton, Cheshire, L24 4AE. A car park is available which can be accessed down Howell's Way (off Pepper Street).
